Outreach activities are those that provide services to any population that may not have access to them. A key component of extension is that the group that provides the extension is not fixed, but mobile; In other words, it involves meeting with people who need outreach services.

Outreach is usually done to fill a gap in services provided by mainstream (usually government) service agencies, often by non-profit NGOs. The concept of street outreach to homeless people is a typical example of a form of outreach. In addition to redirecting people without shelter to housing resources, some outreach projects involve providing and meeting other basic needs, such as food, water, and hygiene.
